NSO XII Forefronts 2009 Civil Registration Month Celebration

Mandated to carry out and administer the provision of the Civil Registry Law (Act 3753 dated February 1931), the National Statistics Office, as always been, takes the lead in the annual observance of Civil Registration Month pursuant to Proclamation No. 682 issued by former President Corazon C. Aquino on January 28, 1991.  For this year, the theme is “CIVIL REGISTRATION: KEY TO GLOBAL OPPORTUNITIES.”

Series of activities in NSO field offices in the SOCCSKSARGEN region along with its forty-nine (49) Local Civil Registry Offices (LCROs) in its key cities and municipalities will expectedly promote the month-long affair’s importance to every Filipino who needs his vital documents such as birth, death, and marriage certificates in his legal and personal transactions, job applications, obtaining passport, board/bar examinations, entrance to school, claiming insurance benefits, among others.  Activities include monitoring registration in the barangays, holding/supervising conduct of lectures, seminars, symposia, information/education campaign, civil registration quiz, slogan contest, charitable activities, etc.

Civil registration is a continuous, permanent, and compulsory recording of vital events in the life of an individual will incontestably take every Filipino to his aspirations and assortment of opportunities, be it locally or globally.

The demand of civil registry documents in Security Paper (SECPA) by various users like the Department of Foreign Affairs (DFA), Philippine Regulation Commission (PRC), embassies, schools, banks, credit/loan/insurance firms, government offices, among others has made the National Statistics Office in various parts of the country busier than ever. 

This has continuously motivated NSO to improve its public service delivery in line with its civil registration function. To name a few, it has established thirty-nine (39) Census Serbilis Centers (CSCs) in Metro Manila and in various regional centers and key cities/municipalities for the convenience of the public applying for copies of birth, marriage, death certificates and Certificate of No Marriage Record (CENOMAR) for local and foreign use. In addition to the Census Serbilis Centers, the public may also avail of the on-line application for copies of the birth, marriage and death documents through the e-Census.  A click-away through the e-Census website at http://www.e-census.com.ph eases the burden to queue at any Serbilis site. 

In its unrelenting effort to address the needs of the clientele, the NSO-Office of the Civil Registrar General (NSO-OCRG) has also constantly strengthened its linkage with local government units through the Civil Registry Offices, allowed set-up of off-line Batch Request Entry System (BREQS) stations in cities/municipalities far from CRS on-line outlets, embarked on capability building for civil registration officers.  Having seen this breakthrough, NSO is on its planning phase of the possibility of building partnerships with several universities/colleges in the country to put-up BREQS stations. And up till now, the NSO-OCRG is in its continued advocacy work to encourage more LGUs to take on the Barangay Civil Registration System (BCRS) in order to address the increasing unregistered births in outlying areas.       

The Proclamation No. 682 that made February of each year as Civil Registration Month enjoins all instrumentalities of the government and private sector to support the national observance. NSO Region XII calls upon the public once more to support civil registration activities particularly in this month of February.
